Eligibility: Syrian nationals or non-Syrian consultants currently residing in Syria only
Trust Consultancy & Development (TCD) is seeking experienced consultants to join its roster of experts in localization, partnerships, stakeholder mapping and local institutional capacity to support upcoming Third-Party Monitoring (TPM), evaluations, assessments, research and advisory assignments in Syria.
Selected consultants will be included in TCD's consultant roster and may be considered for future short-term consultancy opportunities based on their technical expertise, geographical experience, availability and the requirements of specific assignments.

About the Call
Trust is expanding its roster of experts with strong knowledge and practical experience related to localization, equitable partnerships, local civil society, stakeholder engagement and institutional mapping in Syria.
We are particularly interested in experts with recent, first-hand knowledge of Syria's institutional and civil-society landscape and the relationships between local and national actors, international organizations, NGOs, public institutions, communities and the private sector.
Areas of Expertise
Applicants should have strong experience in one or more of the following:
- Localization analysis and strategies, including locally led humanitarian and development action, localization frameworks, barriers, opportunities and measurement;
- Partnership assessments and strategies, including partnership models, partner selection, due diligence, partnership reviews and equitable partnership approaches;
- Stakeholder mapping and analysis, including identification, categorization, influence/interest analysis, relationship mapping and stakeholder-engagement strategies;
- Local civil-society mapping, including CSOs, NGOs, CBOs, community initiatives, networks and other local actors;
- Institutional and organizational capacity assessments, including governance, systems, programme capacity, MEAL, accountability, safeguarding and organizational development;
- Partnership capacity strengthening, including capacity-development plans, mentoring, coaching and institutional strengthening;
- Government and institutional mapping, including ministries, directorates, governorate/local authorities and other relevant public institutions;
- Community engagement and participation, including community structures, local leadership, accountability and meaningful participation in programme design and decision-making;
- Localization research, monitoring and evaluation, including development of indicators and approaches for assessing local leadership, participation, partnership quality and capacity strengthening;
- Humanitarian and development coordination, including relationships among UN agencies, INGOs, national/local organizations, donors, public institutions, private-sector actors and communities.
Qualifications & Experience
Applicants should have:
- Syrian nationality and current residence in Syria, or be a non-Syrian consultant currently based in Syria;
- A relevant university degree in development studies, international relations, public administration, sociology, organizational development, management, political science or another relevant field;
- At least 5 years of relevant professional experience; senior/lead experts should preferably have 10+ years;
- Recent professional experience related to localization, partnerships, stakeholder mapping, civil society or institutional capacity in Syria, preferably within the last three years;
- Strong knowledge of Syria's local civil society, institutional structures, humanitarian/development actors and coordination environment;
- Experience conducting stakeholder mapping, partnership assessments, organizational capacity assessments, localization studies, evaluations or related research;
- Experience engaging with local NGOs/CSOs, UN agencies, INGOs, government institutions, donors, community structures and other relevant stakeholders;
- Strong qualitative research, facilitation, analytical and report-writing skills;
- Arabic fluency; professional English is strongly preferred.
International Organization & Donor Experience
Previous experience with UN agencies, international NGOs, the EU, GIZ, World Bank, international financial institutions, donors or other organizations working on localization, partnerships and institutional strengthening is a strong advantage.
Experience with recognized approaches or frameworks related to localization, partnership quality, organizational capacity and accountability should be clearly highlighted.
