1. Background
The Arbeiter-Samariter-Bund Deutschland (ASB) is a German aid and welfare organisation with more than 300 branches at national, regional, district and municipal level across Germany. More than 1.4 million members provide a broad social basis for the organisation, supported by more than 40,000 employees and 20,000 volunteers. Since its foundation in 1888, ASB has acted as a politically and denominationally independent organisation, providing continuity and reliability in areas including rescue services, civil protection and social services.
The ASB Foreign Aid Department provides people-centred humanitarian assistance to alleviate human suffering, strengthen the resilience of systems, communities and societies, and support integrated approaches to welfare and socio-economic development. ASB currently manages more than 100 relief, rehabilitation, development and inclusive Disaster Risk Reduction projects and operates offices in Bosnia and Herzegovina, Georgia, Greece, Haiti, Indonesia, Iraq, Kosovo, Nicaragua, Niger, Serbia and Ukraine.
About ASB’s Program in Syria
ASB has been active in Syria since 2023, working through local partners to support at-risk and conflict-affected communities through humanitarian and early recovery interventions.

2. Purpose of the Position
The MEAL Assistant will support ASB in monitoring the quality, reach, accountability and results of activities implemented through its local partners.
The position will support harmonized MEAL tools and indicator tracking, verify partner data and evidence, conduct field monitoring, follow up on cross-sector referrals, manage feedback data and contribute to consortium and donor reporting.
The position works under technical supervision and supports data collection, verification and analysis. Final decisions on beneficiary eligibility, payments, partner compliance, investigations, program changes, final indicator results and external reporting remain with authorized ASB managers.

Department: Monitoring, Evaluation, Accountability and Learning (MEAL)
Reports to: MEAL Manager
Contract: Full-time
Conduct field monitoring of cash for food, food/nutrition awareness and related activities.
Monitor targeting, participant selection, distributions, post-distribution monitoring and relevant market conditions.
Monitor the quality, accessibility and reach of awareness activities and document participant feedback.
Support complaints and feedback mechanisms in line with ASB and consortium procedures.
Monitor inclusion and accessibility and ensure sensitive concerns are referred through appropriate channels.
Clean, analyze and securely manage quantitative and qualitative MEAL data.
Produce monitoring summaries, tables, charts and reports.
Triangulate partner reports with monitoring, feedback, referral, market and other relevant evidence.
Maintain accurate and complete MEAL documentation and contribute to consortium and donor reporting.
Education
Intermediate institute diploma (two-year) in Computer Science, Information Technology or Business Administration; or
University degree in Business Administration, Engineering, Statistics, Economics, Social Sciences or another field relevant to monitoring, evaluation and data management.
Additional training or certification in MEAL, data analysis or information management is an asset.
Professional Experience
Minimum of four (4) years of professional experience in monitoring and evaluation, including data collection, data management and data analysis.
Experience with international NGOs, UN agencies or international humanitarian/development organizations is strongly preferred.
Technical Experience
Demonstrated experience in MEAL, monitoring, data collection, data quality assurance or a related field.
Experience working with humanitarian or development programs is an advantage.
Experience working with local or international NGO partners is an advantage.
Very good working knowledge of Microsoft Excel, including data validation, data cleaning, formulas, pivot tables and charts.
Demonstrated experience using Microsoft Power BI to clean and transform data, build data models, create interactive dashboards and visualize MEAL indicators.
Ability to use KoboToolbox or a comparable mobile data-collection platform.
Very good knowledge of indicators, sampling, post-distribution monitoring, data-quality dimensions and descriptive analysis.
Ability to review partner evidence, identify inconsistencies and prepare clear field-monitoring reports.
